     CSS was formed in July 2008 by Belinda Connor. Ms. Connor formed CSS shortly after receiving her Master’s Degree in Business. Although CSS is a newly formed company, Ms. Connor has been performing traffic data collection since 1999.  Ms. Connor’s experience was acquired while working in the traffic engineering industry from 1999 to 2008 for two large engineering firms in the Baltimore, MD area.

    CSS currently staffs two technicians and ten part-time data collectors, but plans on maintaining full-time staff as the demands of their valued clients change.

      CSS is highly responsive to the needs of their clients where budgets are tight and quality data is vital.  The goal of the firm is to provide highly accurate data colllection services for the transportation field at a reasonable cost.  The range of collection services offered by CSS is for governmental agencies, private organizations, and individuals. 

      CSS supports the needs of the clientele who are in the field of traffic engineering, traffic systems management, traffic signal systems, transportation systems planning, transit planning and operations, parking, and design.

      Pertinent and accurate traffic data collection is the key element in virtually all of the firm’s work efforts. In addition to being responsible for the set-up and operation of automatic traffic counters, the technicians supervise the part-time data collection specialists who are utilized for turning-movement counts and other labor-intensive collection efforts.


        CSS presents all data to the client in clear and concise computer printout format or digital files upon request. CSS’ services include:
